This is with reference your letter dated March 27, 2019, forwarded by Shri Hari Singh Kang, CPI(M) Central Committee Office on the issue of PM’s Address to the Nation on electronic media on 27.3.2019 wherein an averment was made that PM has violated the Model Code of conduct (MCC). Shri Kang also mentioned that your letter has already been released to the media.
In the aforesaid matter, the Commission constituted a Committee headed by Dr. Sandeep Saxena DEC(MCC), Dr. Chandra Bhushan Kumar DEC(Law), Shri Dhirendra the DG(Media), Shri K.F. Wilfred Senior Principal Secretary (Law) and Shri N.N. Butolia Principal Secretary (MCC).
Kindly find enclosed a copy of the Report submitted by this Committee to the Commission today, i.e., 29.3.2019.
The Commission has accepted the findings which are the para 9 of this Report. This para is being reproduced again.
“The Committee has, therefore, reached the conclusion that the MCC provision regarding misuse of official mass media as contained in Para (IV) V ofPart (VII) ofModel Code of conduct, quoted above, is not attracted in the instant case. ”
